About The Submission:
NDRC, Nature Canada, and Environmental Defence are pleased to provide Environment and Climate Change Canada (ECCC) with the present comments in response to its request1 for feedback in the context of the Review of the federal Output-Based Pricing System (OBPS) Regulations. These comments focus on the need to change the treatment of Canada’s forest products industry and biomass combustion under the OBPS, but they do not imply that we necessarily agree with other aspects of the OBPS as it is currently designed and implemented. We believe that ECCC should place a high priority on re-examining the treatment of Canada’s forest products industry, as well as biomass combustion in general, in the country’s carbon pricing framework.
