Dubai, United Arab Emirates – Between November 30 and December 12, 2023, Environmental Defence experts will join leaders, experts and advocates from around the world in UAE for this year’s session of the global climate negotiations, COP28. Our experts will be able to provide insights on the negotiations at COP28 – including on issues related to energy, oil and gas, finance, just transition, CCS and hydrogen. Our team will also be tracking the participation in the negotiations and proceedings by the Government of Canada, provincial leaders, and oil and gas lobbyists.

What to look for from COP28:

  • For COP28 to be deemed successful, countries must agree on a binding commitment to phase out all fossil fuels, without loopholes, in an equitable manner.  In addition, countries should also agree to the target of tripling renewable energy and doubling energy efficiency by 2030.
  • 2023 is a Global Stocktake year. Countries will be finalizing their first official assessment of the progress made on meeting the goals of the Paris Agreement in order to ensure the next round of climate plans and targets closes the gap on limiting temperature rise to 1.5 degrees.
  • A key success of COP27 was the establishment of a new fund to compensate countries for the loss and damages caused by climate disaster. COP28 must deliver on a fully operational and capitalized fund.
  • Solidify the process to implement a Just Transition. As agreed upon at COP27, countries will be negotiating at COP28 the scope and objectives of a Just Transition Work Program. It must be based on rights and lead to capacity-building and accountability for countries as they address the socioeconomic impacts of the transition.
