Toronto | Traditional territories of the Mississaugas of the Credit, the Anishinaabeg, the Haudenosaunee, and the Wendat – Between November 10 – November 21, 2025 Environmental Defence experts will be attending and monitoring this year’s session of the global climate negotiations, COP30, in Brazil. Our experts will be available to provide insights on the negotiations and proceedings by the government of Canada, provincial leaders, and oil and gas lobbyists. 

What Canada needs to deliver at COP30:

  • Climate Plan: Canada’s 2025 Budget and “Climate Competitiveness Strategy” relies too heavily on future pollution capture technologies rather than immediate action. Current policies won’t meet Canada’s 2030 target, the recommended 50-55 per cent reduction by 2035, or the net-zero 2050 commitment. The government has failed to reaffirm these targets heading into COP30.
  • Fossil Fuel Subsidies: Canada provided nearly $30 billion in fossil fuel subsidies in 2024, potentially contradicting international law as clarified by the ICJ’s 2025 Advisory Opinion. At COP30, Canada should end fossil fuels subsidies and support fossil fuel phase-out agreements.
  • Just Transition: Canada must support the Belem Action Mechanism and Just Transition Work Programme while building on Canada’s Sustainable Jobs Act with adequate resources. Despite this legislative win, more action is needed to transform energy infrastructure and ensure communities benefit from the transition.
  • Climate Finance: Canada should triple its climate finance pledge to $15.9 billion, with balanced allocation (40 per cent mitigation,  40 per cent adaptation, 20 per cent loss and damages) and at least 60 per cent as grants. The entire financial system must transition away from fossil fuels.
