Cleaning but Not Cleaned. Garbage bins are supposed to keep the environment clean by keeping litter in a confined space for proper disposal afterwards. If they are not cleaned regularly, many will refuse to properly dispose their waste. Non empty and dirty garbage bins will encourage many people to litter. On my way to work near the Yonge-Dundas Square, I always witness full garbage bins and litter in close proximity of those bins. Solutions to this issue may include frequent cleaning of bins, placing larger ones in tourist areas and also ticketing/fining those who litter outside the garbage bins.
